Fannie Mae has revised its 2027 mortgage rate forecast, signaling a more cautious outlook for the housing market. The agency now expects 30-year fixed mortgage rates to average 7.5% in 2027, up from its previous forecast of 6.7%. This upward revision comes as mortgage refinancing volume is projected to decrease significantly.

Higher Rates, Lower Sales

In its October housing forecast, Fannie Mae's Economic and Strategic Research Group projected that mortgage rates will remain at 7.5% throughout all four quarters of 2027. This revision is accompanied by weaker home sales and slower price growth projections. Nationwide existing-home sales are expected to total 4.06 million, a reduction from the earlier estimate of 4.22 million. Total home sales, including new construction, are projected at 4.71 million, down from 4.88 million in September.

National home price growth is forecasted to decelerate to 0.6%, down from the prior estimate of 1%. Mortgage refinancing volume is also anticipated to drop to $430 billion, compared with $802 billion previously.

Underlying Factors

The revised outlook follows a recent rise in mortgage rates, which have held steady at 7.40% this week, ending seven consecutive weekly increases. Other housing economists also anticipate elevated rates, citing persistent inflation and federal debt concerns as contributing factors.

"Inflation is too high," noted Mortgage Bankers Association Chief Economist Mike Fratantoni, pointing to pressure on both short- and long-term interest rates.

Impact on Florida Housing Market

While the national outlook has been adjusted, the Florida housing market held steady in September. This stability could bode well for the state's housing market as we move into 2027. However, the revised mortgage rate forecast may influence buyer behavior and market dynamics in the coming year.

What to Watch Next

As we approach the end of the year, it will be crucial to monitor mortgage rate trends and their impact on home sales and price growth. The housing market's performance in the fourth quarter could set the stage for 2027, with potential implications for both buyers and sellers.
